HHS Expands Access to Behavioral Health Services with CCBHC Medicaid Demonstration Program

Alabama, Illinois, Indiana, Iowa, Kansas, Maine, New Hampshire, New Mexico, Rhode Island, and Vermont successfully demonstrated their ability to meet the CCBHC requirements.

On June 4, the Center for Medicare and Medicaid Services (CMS) announced the expansion of the Certified Community Behavioral Health Clinic (CCBHC) Medicaid Demonstration program, in partnership with the Substance Abuse and Mental Health Services Administration (SAMHSA).

Ten new states—Alabama, Illinois, Indiana, Iowa, Kansas, Maine, New Hampshire, New Mexico, Rhode Island, and Vermont—have been added to the program. This expansion, authorized by the Bipartisan Safer Communities Act, allows for the addition of ten states every two years, enabling more states to develop the necessary infrastructure to meet CCBHC requirements.

HHS Secretary Xavier Becerra highlighted the significant improvement in behavioral health treatment that CCBHCs provide, emphasizing the expansion’s potential to improve access to equitable, quality care for individuals with serious mental health and substance use needs.

CCBHCs offer community-based healthcare, regardless of location or ability to pay, and are required to provide routine outpatient care within ten business days, as well as 24/7 crisis intervention services. The program offers Medicaid reimbursement for the full cost of services at competitive rates, ensuring sustainable funding for comprehensive care.

Illinois identified 19 providers to participate in the program, with state officials expressing enthusiasm for the increased access to behavioral health and substance use treatment. Kansas officials also praised the program, noting its success in modernizing the state’s mental health system.

HHS Deputy Secretary Andrea Palm affirmed that CCBHCs serve anyone seeking mental health or substance use care, with sustainable funding allowing expanded access to necessary services.
